Can you test the poundage of a recurve like you can a compound bow?  If not does anybody know how to find out how to find the poundage of a recurve?

Most trad bows are measured in #'s at 28". So mark an arrow at 28", put on scale and draw untill your mark is even with the front of your shelf (or the part of the shelf fathest from your body), and that weight should be your poundage.
